Campbell County Schools' English Language Learner (ELL) program strives to support English language learners in becoming fully proficient in English while meeting the same academic standards expected of all students. Campbell County Schools is committed to meeting the needs of our English language learners by ensuring equitable access to high-quality, engaging and rigorous instruction. It is our mission to empower our students to become global citizens, who are linguistically, socially, and culturally equipped for success in school and beyond.

Campbell County Public Schools has provided English Language Learner (ELL) services to English Learners (ELs) for many years. The number of ELs in CCPS has increased annually over the past few years. Currently, the school system services over 250 EL students from more than 14 different language groups.

The ELL program provides students with the opportunity to reach proficiency in listening, speaking, reading, and writing as measured in the WIDA English Language Development (ELD) assessment, the Assessing Comprehension and Communication in English State-to-State (ACCESS) for English Language Learners. In addition, CCPS must also comply with the federal requirements under the Elementary and Secondary Education Act (ESEA) amended in Every Student Succeeds Act of 2015 (ESSA). A performance goal of ESSA requires EL students to become proficient in English while reaching high academic achievement standards in reading/language arts, mathematics, and science. ESSA also requires that EL students participate in annual academic achievement assessments in reading/language arts, mathematics, and science.

The ELL program addresses these goals through several approaches. These program components have been designed with the student's grade and proficiency level in mind, along with recommended best practices and scientifically based research. Each school uses several types of service delivery, along with specific teaching strategies by ELL and classroom/core content teachers.

ELL Eligibility

To comply with the requirements of Title VI of the Civil Rights Act of 1964, Limited English Proficient (LEP) students must be identified during the enrollment process. As part of the enrollment process, all parents/guardians must fill out the home language survey for every child enrolling. Families registering children are assisted in completing the documents and registration materials, as needed. Campbell County Public Schools (CCPS) uses the Home Language Survey (HLS) results to determine the need for further English language proficiency screening and possible English Language Learner (ELL) services. If the family indicates a language other than English on the HLS, the enrolling school registrar notifies the ELL teacher and ELL administrator of the need for screening.

If the student is newly arrived or does not have an ELP level assigned by a Virginia school division, ELL staff will screen students using the WIDA Screener assessment. The results of the entry assessment will be used to determine if the student qualifies for language instruction programs. More information on the WIDA Screener can be found here. Students identified as needing ELL services will be placed in language instruction programs based on English language proficiency level and grade.

English Language Development Standards

On March 19, 2008, the Virginia Board of Education adopted the English Language Development (ELD) standards developed by the WIDA ® Consortium as the statewide ELD standards for the Commonwealth of Virginia. Campbell County Public Schools uses the WIDA ELD Standards as a basis for providing services to ELs.

The WIDA ® Consortium has developed the following English Language Development (ELD) standards for ELL students in PreK-12:

English Language Development Standard 1: English language learners communicate for social and instructional purposes within the school setting;
English Language Development Standard 2: English language learners communicate information, ideas, and concepts necessary for academic success in the content of Language Arts;
English Language Development Standard 3: English language learners communicate information, ideas, and concepts necessary for academic success in the content of Mathematics.
English Language Development Standard 4: English language learners communicate information, ideas, and concepts necessary for academic success in the content of Science; and
English Language Development Standard 5: English language learners communicate information, ideas, and concepts necessary for academic success in the content of Social Studies.

Virginia Standards of Learning

In addition to the ELD standards, EL students are also instructed to using Virginia Standards of Learning (SOL). The SOLs are organized by content area and grade level.

WIDA ACCESS for ELLs- Access Score Reports

ACCESS Score Reports

Students are assigned an English language proficiency (ELP) level with the WIDA ACCESS for ELLs. The annual language proficiency assessment adopted by the Commonwealth of Virginia, ACCESS for ELLs, stands for Assessing Comprehension and Communication in English State-to-State for English Language Learners. It is a secure large-scale English language proficiency assessment given to kindergarten through 12th graders who have been identified as English Language Learners (ELLs). WIDA Proficiency Levels

Students at levels 1-4.3 receive direct ELL service. Level 4.4+ students have exited the ELL program and are monitored for two academic years.

6- Reaching

specialized or technical language reflective of the content areas at grade level
a variety of sentence lengths of varying linguistic complexity in extended oral or written discourse as required by the specified grade level
oral or written communication in English comparable to proficient English peers

5 - Bridging

specialized or technical language of the content areas
a variety of sentence lengths of varying linguistic complexity in extended oral or written discourse, including stories, essays or reports
oral or written language approaching comparability to that of proficient English peers when presented with grade level material

4 - Expanding

specific and some technical language of the content areas
a variety of sentence lengths of varying linguistic complexity in oral discourse or multiple, related sentences or paragraphs
oral or written language with minimal phonological, syntactic or semantic errors that do not impede the overall meaning of the communication when presented with oral or written connected discourse with sensory, graphic or interactive support

words, phrases or chunks of language when presented with one-step commands, directions, WH-words (who, what, etc.), choice or yes/no questions, or statements with sensory, graphic or interactive support

What is the ELL Program?

CCPS' English Language Learner Program supports the language, literacy, academic, and social development of English Learner (EL) students with the goal of students reaching proficiency in listening, speaking, reading, and writing in English as measured on the World Class Instructional Design and Assessment (WIDA) English language proficiency assessment. (ACCESS).

Who is eligible for ELL Services?

If the student's Home Language Survey indicates that a language other than English is their primary language, or that another language is spoken in the home, the student is screened using the WIDA Screener to determine English language proficiency.

How are ELL Services Provided?

Once a student qualifies for the ELL program based on WIDA Screener scores, they are served using researched based instructional practices that include the Virginia Standards of Learning and the WIDA English Language Development Standards. Service delivery models vary by grade level, but can include in-class content support and/or ELD pull out services.
