Introduction
Section 1: Introduction
The purpose of the American Rescue Plan (ARP) Act Elementary and Secondary School Emergency Relief (ESSER) III Fund is to help safely reopen and sustain the safe operation of schools and address the impacts of COVID-19 on the nation’s students by addressing students’ academic, social, emotional, and mental health needs. This plan describes how Campbell County Public Schools will maintain the health and safety of students, educators, and other school and division staff during and following the return to full in-person instruction. Campbell County Public Schools remained open for in-person instruction during the 2020-2021/2021-2022 school years. To ensure safe social distancing, schools operated using in-person schedules that maximized their capacity to provide in-person instruction and social distance. An online option for instruction was available to requesting families.
All future educational programs will follow mitigation strategies that align with Centers for Disease Control and Prevention (CDC) guidance, comply with local Virginia Department of Health mandates, and follow State Law. Our goals moving forward are to accelerate learning recovery and support our students' mental and behavioral health.
Maintaining Health and Safety
Section 2: Maintaining Health and Safety
For the 2022-23 School year, Campbell County Public Schools will continue to take actions to ensure the health and safety of students, educators, and other school and division staff during in-person instruction.
1. Vaccinations
All staff are encouraged to get vaccinated. Employers should facilitate employees getting vaccinated. b. Parents should determine whether or not to vaccinate their children in accordance with VDOE SUPS MEMO #081-22.
2. Staying home when sick
a. Instruct any children, teachers, and staff who have infectious illness symptoms, such as influenza (flu) or COVID-19, to stay home and seek advice on testing and treatment from their physician.
b. If a child becomes sick while in care, arrange for the child to be picked up while waiting in a separate isolation room/area.
3. Monitor Covid Caseloads
CCPS will continue to monitor COVID caseloads locally and within each school and take actions to modify programs and student schedules to minimize the spread of COVID per VDOH directives. CDC recommendations will be followed to the greatest extent possible.
4. IEP/Healthcare Plans
Students with applicable medical conditions or other debilitating conditions have had and will continue to have IEP/Healthcare Plans to accommodate medical needs concerning COVID-related mitigation strategies.
5. Communication with local agencies
Campbell County Public Schools will continue to meet with the local Healthcare Agency (Centra-Health), the VDH, and other local school divisions to understand and respond to the pandemic as available to share best practices, pandemic trends, and adjust mitigation strategies such as distancing as needed.
6. Continue to review CDC guidelines
CDC guidance has reduced the recommended time for isolation and quarantine periods to five days; for details, see the CDC’s page on Quarantine and Isolation.
7. Promote proper hygiene/effective cleaning protocols
CCPS will continue to promote proper personal hygiene, such as handwashing and respiratory etiquette, and will continue with effective cleaning and disinfection protocols.
Continuity of Services
Section 3: Continuity of Services
Campbell County Public Schools will continue a regular five-day-per-week schedule for all students. An academic acceleration and recovery program offered in the summer of 2022 will extend schooling for our most vulnerable students. The focus of this recovery program will be to regain credits lost during the pandemic and focus on providing remediation for our most vulnerable students in the areas of math and literacy.
To meet the academic, social, emotional, mental health, and other health needs of our students, the Campbell County Public Schools’ will continue normal, pre-COVID operating hours for the 2022-2023 school year. Secondary schools will operate on a block scheduling model to increase instructional time to address learning loss and credit recovery. The block scheduling model will allow fewer classes to be taken during a semester while offering more opportunities for students overall. Additionally, extending instructional periods will allow more individualized and small group instruction. We feel this approach to scheduling is better suited to meeting the needs of our students and keeping them on track to graduate.

Opportunity for Public Comment
Section 4: Opportunity for Public Comment
In developing the ARP ESSER Plan, Campbell County Public Schools sought public input and took such information into account, as described below.
Campbell County Public Schools sought public input by placing our return to school plan on our division’s website with an opportunity for public comment. The division created an email address federalpandemicrelief@campbell.k12.va.us to receive public comments on the plan. The email address is on the CCPS website. Input regarding changes and additions will be considered before implementation.
Periodic Review and Revision of Plan
Section 5: Periodic Review and Revision of Plan
During the period of the ARP ESSER award (until September 2023), Campbell County Public Schools will periodically review and, as needed, revise its plan for the safe return to in-person instruction and continuity of services. The plan will be reviewed at least every six months and updated based on CDC guidance on safely reopening schools if any are issued.
